Kirk M. Williams is the founder of Fresh Start Community Developers, LLC, and a nationally recognized substance abuse professional with more than three decades of experience spanning military service, law enforcement support, correctional programs, and private counseling.

His career began with a decade of distinguished service in the United States Air Force, where he served as a Drug & Alcohol Abuse Control Non-Commissioned Officer — building the deep clinical and systems knowledge that defines his practice today. He later held leadership roles in prison diversion and in-jail relapse prevention programs across Florida before transitioning to Georgia.

Kirk has served as a DeKalb County Drug Court Group Facilitator and built Fresh Start to provide accessible, federally-compliant evaluations and assessments for individuals navigating difficult professional and legal crossroads. All services are delivered virtually, making credentialed professional support available to clients across Georgia and the Southeast.

What is a DOT SAP evaluation and why do I need one?

If you've violated a DOT drug and alcohol regulation — a positive test, a 0.04+ alcohol result, or a refusal to test — federal law prohibits you from performing safety-sensitive duties until you complete the SAP return-to-duty process. A SAP evaluates you, issues a referral for education or treatment, and ultimately determines when you're eligible to return to work.

Do you offer virtual / telehealth evaluations?

Yes — all evaluations are conducted via Zoom Workplace. You'll need a phone, laptop, or tablet with a camera and microphone. Schedule on Calendly, receive your Zoom link by email, and join at your appointment time. Use the same device for email and Zoom.

How long does the entire SAP process take?

The initial evaluation is typically 60–90 minutes. The total timeline depends on what Kirk prescribes in your referral and how quickly you complete it. Once your program is done, Kirk schedules a follow-up evaluation before recommending return to duty.

Is the evaluation confidential?

Yes. Kirk communicates with your DER and reports your return-to-duty status to the FMCSA Clearinghouse as required by law. Your evaluation content is protected under applicable confidentiality standards. He will not share information beyond what federal regulations require.

Which DOT agencies are covered?

All of them: FMCSA (commercial truck/bus drivers), FAA (aviation), FTA (public transit), FRA (railroad), PHMSA (pipeline and hazardous materials), and USCG (maritime). If you're unsure which agency governs your role, call Kirk and he'll confirm.

How do I register Kirk as my SAP in the FMCSA Clearinghouse?

What do I need to prepare before my evaluation?

For SAP evaluations: your DOT violation notification (test result letter, refusal documentation, or other official notice) and your DER's contact phone number. For court evaluations: your court order or documentation from your attorney or probation officer. Complete the EvaluationDocs form before your session.
